 Minutes of May 9th, 2023 Monthly Meeting

The May 9, 2023 monthly meeting of Fairfield Township was called to order at 5:00 PM by Chairman Phil Yetzer. Other board members present were Supervisor Les McCoy, Supervisor Molly Swaggert, Treasurer Kathy Hachey and Clerk Marianne Auge. Also present was Sara Ahlers.

The Pledge of Allegiance was said.

The agenda was reviewed. Phil made a motion to move A.W. Research Laboratories INC. to # 4 on the agenda, and Les 2nd the motion and it carried unanimously.

Sara Ahlers from AW Research Laboratories spoke on well water testing. She said well water should be tested annually. Sara said the township must decide who is going to pay for the testing, which test kit is going to be used, does the township want the results from the test and how the township is going to hand out the test kits and get them back. Sara said the two kits she would suggest we choose from is Basic Plus Safe Drinking Water Package and the Premium Safe Drinking Water Package. Sara said they would charge the township $9.00 for each kit and $60.00 for the Basic Package or $120.00 for Premium Package. The basic package includes testing for total coliform, E. coli, and nitrates. The premium package includes testing for total coliform bacteria, E.  coli, nitrates, arsenic, lead, and manganese. Sara said the test results would be back between 5 and 10 business days.

The minutes of the April 11, 2023, meeting were read. Les made a motion to approve the minutes with the correction and Molly 2nd the motion and it carried unanimously. The correction was $70,000.00 for the General fund not $70,00,00 and spelling corrections.

The minutes from the road review were read. Les made a motion to accept the road review minutes as read and Molly 2nd the motion and it carried unanimously.

The treasurer’s report was read.  Kathy said she had not received the ICS interest in the mail, so she called the bank to get the interest. Phil made a motion to table the treasurers report until we receive the ICS statement and Les 2nd the motion and it was carried unanimously. Kathy said the Source Well account has $777.03.

The clerk said she talked to Lisa at the Crow Wing County Auditor’s office and Lisa said we would have to amend the motion for the Liquor License at Big Al’s Bar and Grill to include Off Sale. Les made a motion to approve the Liquor License for Big Al’s Bar and Grill for a Combination On/Off Sale and Sunday Liquor. Molly 2nd the motion and it carried. Phil abstained from voting.

The clerk told the board she talked to an attorney at the Minnesota Association of Townships, and he said we could make a donation to the Crow Wing County Historical Society and the Crow Wing County Fair, but we could not make one to the Crisis Line or My Neighbor to Love (Emily Housing). Les made motion to remove the Crisis Line from the donations approved at the April meeting and Molly 2nd the motion and it carried unanimously,

Kathy said she would call and check if we can put a POW flag under the American Flag on our flagpole. Molly and the clerk will meet at the town hall on Monday May 15 to measure the American Flag and to put the flag at half-mast for the day.

Les made a motion to order Pizzas from Big Al’s for clean-up day, Molly 2nd the motion and it carried. The clerk will order four pizzas.

Road Maintenance:   Culverts to be replaced will be tabled until a later meeting.

New Business: Les said he would call Knife River to get an estimate for dust control for the township roads. 

Kathy said a social media policy for a web site was recommended at the short course and a resolution to write checks before the meeting but to sign them after the claims are approved was also recommended at the short course.

Molly asked if she could get flowers to hang at the cemetery entrance. The board said she could get flowers and the clerk will add Molly’s name to the people who can charge to the Fairfield account at the Emily Hardware Store and Greenhouse.

Correspondence was read.

Bills were read. Les made a motion to pay the bills and Molly 2nd the motion and it carried unanimously.

Les made a motion to adjourn and Molly 2nd the motion and it carried unanimously.   The meeting adjourned at 7:13 PM.
