Minutes of October 10, 2023, Monthly Meeting

The October 10, 2023, monthly meeting of Fairfield Township was called to order at 5:00 PM by CO-Chairman Les McCoy. Other board members present were , Supervisor Molly Swaggert, Treasurer Kathy Hachey and Clerk Marianne Auge. Also present were Ken Tormanen, Thomas Tormanen, and Mark Wessels. Supervisor Yetzer joined the meeting later.

The Pledge of Allegiance was said.

The agenda was reviewed. Les made a motion to move #7 to 4A on the agenda, and Molly 2nd the motion and it carried. Les made a motion to approve the agenda with the corrections and Molly 2nd the motion and it carried.

The bills were read. Les made a motion to pay the bills and Molly 2nd the motion and it carried unanimously.

Ken Tormanen from Kamco said his company had done the Mastic crack sealing on Bonnie Lakes Road for the wider cracks on the road before the chip sealing was done on the road. Ken said his company has been doing road maintenance for Crosslake for about 10 years. The clerk asked what the difference was between the mastic and normal crack sealing. Ken said the mastic has ceramic chips in it so it holds better for wider cracks.  Les told Ken to call us next spring and he could give us an estimate for crack sealing and chip sealing Township Road 114.

Mark Wessels told the board that he had class 5 hauled to fix his turn around by his driveway. Mark asked Les if he would talk to the snowplow operators and ask them to stay off Mark’s driveway this year. Mark said last year they got over on his turn around and plowed some of the gravel into the woods. Les said he would talk to the snowplow operators and tell them to stay on the road and off   Mark’s driveway.

 The minutes of the September 12, 2023, monthly meeting were read.  Les made a motion to approve the minutes as corrected and Molly 2nd the motion and it carried. The correction was to take track off bobcat  loader, it comes with a track.

The treasurer’s report was read. Les made a motion to place it for audit and Molly 2nd the motion and it carried unanimously.

The clerk read the notice about the Crow Wing County Township Association meeting on Wednesday October 25, 2023 at 7 pm at the Fort Ripley Townhall. Les made a motion   to authorize the township officers to attend the meeting and Molly 2nd the motion and it carried unanimously.  The officers will meet at 6 PM at the town to carpool to the meeting.

The clerk read the road mileage certification letter from Crow Wing County Highway Department. Phil will check the mileage on Libby Road and let the clerk know if it is correct so she can certify the mileage to the highway department.

Old Business: Water testing. We will meet on Wednesday the 11th of October at 5:30 PM at the town hall to pick up the kits and instructions.

Cemetery Brochure: Kathy will have some more pictures taken for the brochure and web page.

Go North-Nothing new.

Social Media Policy:  Kathy brought a copy of the social media policy, and she will make some changes to it and bring it to the November meeting for approval.

Roads: Culverts on Bonnie Lakes Road still need to be replaced. Les said he was contacted by Cody Schmidt, Gene Moritz’s attorney, and they will be meeting either October 17 or the 24 at 4 PM in Crosslake at Mr. Schmidt’s office to discuss Moritz Road. Joe Lemberg, Backus area forest supervisor and Darren Halverson from the DNR were invited to attend the meeting.

The clerk read a letter regarding a Draft Resolution, Master Joint Powers Agreement and Court Dat Services Subscriber Amendment to CJDN Subscriber Agreement for signatures. Phil made a motion to approve the resolution and the Court Data Services Amendment to the CJDN subscriber Agreement and Les 2nd the motion and it carried unanimously.

Correspondence was read.

Les made a motion to adjourn and Molly 2nd the motion and it carried unanimously.   The meeting adjourned at 6:27 PM.
